01 Develop a dust pollution implementation plan

The construction unit shall formulate a specific construction dust pollution prevention and control implementation plan, and report to the relevant departments of construction, transportation, water affairs and the environmental protection administrative department of the jurisdiction for the record before the start of construction.

According to Article 69 of the Air Pollution Prevention and Control Law of the People’s Republic of China: The construction unit shall include the cost of prevention and control of dust pollution in the project cost, and specify the construction unit’s responsibility for the prevention and control of dust pollution in the construction contract. The construction unit shall formulate a specific implementation plan for the prevention and control of construction dust pollution. Construction units engaged in building construction, municipal infrastructure construction, river improvement, and building demolition shall file with the competent department responsible for the supervision and management of the prevention and control of dust pollution.

02 Strictly implement the dust pollution prevention and control measures

The construction unit must adopt the dust prevention and control measures in accordance with the air pollution prevention and control laws, regulations and technical manuals, and ensure that the total suspended particulates (TSP) of the construction project meets the emission standards of natural fall dust.

03 Implement territorial supervision work

Clarify the specific law enforcement methods and operating procedures of the municipal management site for dust pollution prevention and control territorial management, and implement territorial management responsibilities according to the plan. All parties to the project must strictly follow the relevant laws and regulations, normative documents and technical specifications related to the regulations and requirements of the construction site dust pollution prevention and control, implement the main responsibility and implement the prevention and control measures.

(1) The construction unit is responsible for the control of construction fugitive dust, and must include the cost of construction fugitive dust control in the project cost, clarify the relevant content in the project contract, and pay in full and in time. The construction unit must be urged to compile a special plan for the prevention and control of dust pollution in construction projects. TSP monitoring equipment must be installed as required, real-time monitoring must be performed, and dust pollution must be controlled in time based on monitoring data, and various dust pollution prevention and control measures must be implemented.

(2) The construction unit is responsible for the control of construction fugitive dust. It is necessary to establish a construction dust control responsibility system, and designate a special person to be responsible for the dust control work. A special plan for the prevention and control of dust pollution shall be formulated in accordance with the characteristics of the project, and shall be strictly implemented. The cost of dust pollution prevention and control must be earmarked. It is necessary to publicize the project overview, the person responsible for construction dust control measures, the competent department, and the telephone number of complaints and reports on the construction site, and report the implementation of the dust control measures to the local supervisory authority in a timely manner.

(3) Each participating unit of the municipal management site must accept and cooperate with the supervision, inspection and law enforcement work carried out by the local supervisory department in accordance with the law.
