Detailed Rules for the Implementation of Dust Monitoring on Construction Sites
Every year, there are more than a thousand construction sites in each city distributed in every corner of each city. Many construction units have neglected the management of the construction site. In order to keep up with the schedule and strive for the construction period, the dust generated during the construction process caused by exposing the on-site materials to the outside has a great impact on the city’s appearance and environment, and also on the lives of citizens. Cause a lot of inconvenience. Not only that, the regulatory authorities are very troubled by the long-term monitoring of air quality caused by the dust from construction sites because they cannot obtain real-time monitoring data or because they cannot obtain direct data corresponding to the facts due to reports. In order to be able to more effectively control the dust problem, the policy is intensively introduced, and the monitoring of the dust on the construction site is of urgency. Construction site dust monitoring is an important branch of environmental monitoring. It is to judge whether the environmental quality meets the standard and whether the environmental control has achieved the effect of regular measurement of pollutants. Flying dust on construction sites is the dust particles produced in the construction activities of the project, and it is one of the main sources of fugitive dust pollution. Flying dust includes 3 components: dust reduction (particle size >100μm, can settle quickly), fly dust (particle size 10-100μm, can float in the air for a long time), inhalable particulate matter (particle size <10μm). Fugitive dust pollution is one of the most important pollutants in the air, and it has become the primary air pollutant in most areas of our country. Recently, with the intensive introduction of a series of policies in the field of environmental dust monitoring, related industries may usher in a new round of development opportunities. So, what are the regulations for dust on construction sites? 01 Develop a dust pollution implementation plan The construction unit shall formulate a specific construction dust pollution prevention and control implementation plan, and report to the relevant departments of construction, transportation, water affairs and the environmental protection administrative department of the jurisdiction for the record before the start of construction. According to Article 69 of the Air Pollution Prevention and Control Law of the People’s Republic of China: The construction unit shall include the cost of prevention and control of dust pollution in the project cost, and specify the construction unit’s responsibility for the prevention and control of dust pollution in the construction contract. The construction unit shall formulate a specific implementation plan for the prevention and control of construction dust pollution. Construction units engaged in building construction, municipal infrastructure construction, river improvement, and building demolition shall file with the competent department responsible for the supervision and management of the prevention and control of dust pollution. 02 Strictly implement the dust pollution prevention and control measures The construction unit must adopt the dust prevention and control measures in accordance with the air pollution prevention and control laws, regulations and technical manuals, and ensure that the total suspended particulates (TSP) of the construction project meets the emission standards of natural fall dust. 03 Implement territorial supervision workClarify the specific law enforcement methods and operating procedures of the municipal management site for dust pollution prevention and control territorial management, and implement territorial management responsibilities according to the plan. All parties to the project must strictly follow the relevant laws and regulations, normative documents and technical specifications related to the regulations and requirements of the construction site dust pollution prevention and control, implement the main responsibility and implement the prevention and control measures. (1) The construction unit is responsible for the control of construction fugitive dust, and must include the cost of construction fugitive dust control in the project cost, clarify the relevant content in the project contract, and pay in full and in time. The construction unit must be urged to compile a special plan for the prevention and control of dust pollution in construction projects. TSP monitoring equipment must be installed as required, real-time monitoring must be performed, and dust pollution must be controlled in time based on monitoring data, and various dust pollution prevention and control measures must be implemented. (2) The construction unit is responsible for the control of construction fugitive dust. It is necessary to establish a construction dust control responsibility system, and designate a special person to be responsible for the dust control work. A special plan for the prevention and control of dust pollution shall be formulated in accordance with the characteristics of the project, and shall be strictly implemented. The cost of dust pollution prevention and control must be earmarked. It is necessary to publicize the project overview, the person responsible for construction dust control measures, the competent department, and the telephone number of complaints and reports on the construction site, and report the implementation of the dust control measures to the local supervisory authority in a timely manner. (3) Each participating unit of the municipal management site must accept and cooperate with the supervision, inspection and law enforcement work carried out by the local supervisory department in accordance with the law. 04 Disclosure of dust information The construction unit shall post the implementation plan for dust pollution prevention and control on the periphery of the construction enclosure in accordance with relevant laws and regulations on information disclosure, actively disclose the dust pollution prevention and control measures to the public, and consciously accept social media And the supervision of the administrative department. And set up a construction site dust monitoring system to monitor the construction site dust in real time, and upload the data to the government platform.
